The Ministry of Transport is committed to resolving issues affecting the logistics industry in Malaysia that impede efficiency and trade flows. As such, I have issued a letter to all parties involved in import transactions by sea in Malaysia allowing them three (3) alternatives to placing container deposit, as follows:

Non-Cheque Deposit (NCD) Scheme; or

Container Ledger Account (CLA); or

iCargo+.

Container deposit is one of major issues of dispute between shipping lines and shippers in Malaysia and has been brought to the National Logistics Task Force (NLTF) chaired by the Minister of Transport.

The past six months have been a somewhat tumultuous time for International Baccalaureate (IB) Diploma students who completed the prestigious IB Diploma earlier this year. The May 2020 examinations were cancelled due to COVID-19 and the results based on coursework and historical data which the International Baccalaureate Organization released in July, were subject to global reassessment.

However, the achievements of students from The International School of Kuala Lumpur (ISKL) have now been finalised and, in keeping with previous years, ISKL outperformed the worldwide IB Diploma average score by over five points with a Diploma average of 35 points. The worldwide IB Diploma average was 29.9 points. Two students from ISKL were among 142 students worldwide to achieve a perfect score of 45 points, placing them in the top one percent of IBDP candidates worldwide. In total, 24 percent of students scored 40 or more points which typically places them in the top ten percent of worldwide results. 22 percent of students earned a Bilingual Diploma in Dutch, Chinese, French, Japanese, Korean, Spanish and Swedish.

In line with the Government’s commitment to further cement the country’s position as a preferred destination for FDIs, the Government has decided to establish a One-Stop-Centre (OSC) at the Malaysian Investment Development Authority (MIDA). The OSC will evaluate and approve applications by eligible business travellers to enter Malaysia for trade and investment purposes.

As per the PDRM press statement (see here), those who wish to exit and enter the Bukit Tinggi area (Bayu Perdana, Flat Sri Angkasa, Apartment Vista Bayu and Bayu Villa) are advised to obtain a permission letter from the Royal Malaysian Police (Mobile Police Stations are available at the two (2) locations). Currently, no permission letter or special permit is required for the purpose of exiting or entering other areas in the Klang district (subject to change).

Political and economic stability is a crucial component for businesses, and investors rate it high when selecting locations for future investments. With the multiple changes in government and the impact that has had on current policies, the regulatory environment and, the country’s economic health, what impact does this have on Malaysia at a time when it needs to become highly competitive not just regionally but globally.

On 8 October 2020, AMCHAM invited three thought leaders to answer that question. Achim Schmillen, Senior Economist at World Bank, spoke about the recent developments on the economy in Malaysia and the outlook. Dr. Bridget Welsh, an independent scholar, and political analyst currently based in Kuala Lumpur, provided analysis about the political landscape in Malaysia as of late. Ben Suffian, Co-founder & Director of Programs at Merdeka Centre, provided the audience with in-depth insight into the voter sentiment with regards to the current government.

The panel discussion that followed, allowed for attendees to dive deeper into the subject matters brought up.

The National Security Council (NSC) under the Federal Government has announced the implementation of the Conditional Movement Control Order (CMCO) in the Klang District.

In this regard, the NSC has decided that all economic sectors are to continue operations with strict compliance to the Standard Operating Procedures (SOPs).
