The Defense Minister announced on 13 October 2020 that Selangor, Kuala Lumpur and Putrajaya will undergo Conditional Movement Control Order (CMCO) from 14 October to 27 October 2020. The Government of Malaysia has now (14 October) released a detailed list of SOPs that applies to these areas undergoing CMCO.

As announced by the Senior Minister (Security) of the Minister of Defense, Dato ‘Sri Ismail Sabri Yaakob in his press conference on 13 October 2020, the exemption of state cross-border movements using the Conditional Movement Control Order Movement Form (PKPB) is only allowed to four categories of individuals only:

1. Individuals from areas that are implementing PKPB, namely the state of Selangor, the Federal Territory of Kuala Lumpur and the Federal Territory of Putrajaya who want to move to other states for reasons of emergency (illness and death) only,

2. Individuals who want to cross the area that is implementing PKPB, namely the state of Selangor, the Federal Territory of Kuala Lumpur and the Federal Territory of Putrajaya due to emergency reasons,

3. Individuals from outside who want to enter the area that is implementing PKPB for reasons of emergency, and

4. Individuals using air movement through Kuala Lumpur International Airport (KLIA), KLIA 2 and Sultan Abdul Aziz Shah Airport, Subang.

Example situation:

SITUATION FOR CATEGORY 2:
Individuals from the state of Johor who want to go to the state of Penang and have to cross the state of Selangor due to emergencies, must fill and send the permit form at the police station near the residence in the state of Johor before making a move.

SITUATION FOR CATEGORY 3:
Individuals from the state of Melaka who want to enter the Federal Territory of Putrajaya due to an emergency, must fill and send the permit form at the police station near the residence in the state of Melaka before making a move.

However, if the individual who is making the movement FORGOT to fill in the form at half way, you can fill and send it to any nearest station before crossing / entering the roadblock (SJR) set up in the area where PKPB is implementing.

Please note that only TWO PEOPLE are allowed in each movement. While employees are allowed to cross the district or state provided they have a valid employee pass or letter of permission from the employer. For employees in the same district, they do NOT need to submit an employer letter or employee pass.

Always abide by the standard operating procedures (SOP) set by the National Security Council (MKN) during the PKPB in force.

With the implementation of the CMCO for the whole of Selangor, Kuala Lumpur, and Putrajaya, all counter services in Expatriate Services Division (ESD) at Putrajaya and MYXpats Centre at Mutiara Damansara will be temporarily CLOSED from 14 October 2020 until 27 October 2020 .

However, ESD/RP-T online system, calls and email services will remain its operation as usual.

Any appointments made through MYHelp that has been approved and confirmed on 14 October 2020 to 27 October 2020 is required to be re-schedule to 28 October 2020 onwards via MYHelp.

The Immigration Department of Malaysia (JIM) wishes to announce the closure of its service counters at all Immigration Offices in the State of Sabah, State of Selangor, Wilayah Persekutuan Kuala Lumpur and Wilayah Persekutuan Putrajaya. The closing of these counters will commence 13 October until 26 October 2020 for the State of Sabah, whereas closure will commence 14 October until 27 October for the State of Selangor, Kuala Lumpur and Putrajaya.

These counter closures are in line with the decision of the government to enforce a Conditional Movement Control Order (CMCO) for the said states as announced by the Minister of Defense on 12 October 2020.

Please take note of the following:
1. MYXpats will still be open for passport collection.
2. Email and call services are still available.

The Defense Minister annouced on 13 October 2020 that Selangor, Kuala Lumpur and Putrajaya will initiate  Conditional Movement Control Order (CMCO) starting from 14th to 27th Oct 2020. A detailed SOP would be issued in the near future.

Below are the SOPs being introduced:

  • Control of Movement The Royal Malaysian Police (PDRM) is responsible for controlling infectious areas with the assistance of the Malaysian Armed Forces (ATM)
  • Only two people are allowed to leave the house for the purpose of obtaining food supplies and other necessities.
  • High risk individuals and children are not encouraged to go out to public, open and congested areas.

Movement in and out of districts and states involving CMCO areas are not allowed except for:

  • Emergency cases such as illnesses and funeral arrangements outside the district is permitted but an application must be made to PDRM.
  • Employees are allowed to cross districts and states with the condition of having a valid employee pass or an approval letter from the employer. For employees within the same district, they do not need to produce an employer letter or employee pass. The government encourages the employer to allow their employees to work from home.
  • For those who need to pass through Selangor and Kuala Lumpur to other states, they are advised to obtain permission from their nearest police station before traveling.
  • Individuals using air travel through KLIA, KLIA2 and Subang must also obtain approval from PDRM.

Economic Activity in CMCO Areas:

  • All business, economic and industrial activities may operate.
  • Restaurants, shops / dining outlets, food trucks, roadside hawkers, mobile hawkers, food court / hawker centres, roadside stalls / kiosks, grocery and convenience stores are allowed to operate between 6.00 am to 10.00pm.
  • The purchase of food is encouraged by drive-through, delivery or take-away only. Although dining in is permitted, it is limited to 2 people per table with compliance with the Food & Beverage Sector SOP.
  • Day market operations are between 6.00am to 2.00pm only.
  • Wholesale market operations are between 4.00am to 2.00pm only.
  • Wet market operations are between 6.00am to 12.00 noon.
  • Night market operations are between 4.00pm to 10.00pm.
  • However, the operation of wet and night markets must comply with the strict SOPs set and must be with the supervision of RELA officers.
  • Petrol station operating hours are between 6.00am to 10.00pm (except for the operations of petrol stations on highways which is allowed to operate 24 hours)
  • Public transportation services such as bus stops, express buses, the LRT, taxi / ehailing services are allowed to operate.
  • Taxi / e-hailing services, (with a maximum of 2 passengers) and food delivery are allowed to operate from 6.00am to 12.00 midnight.
  • For vehicles transporting employees, they may carry passengers as previously directed.

The special meeting convened today heard confirmation from the Ministry of Health (MOH) on the increase of positive cases in Selangor, Kuala Lumpur and Putrajaya. After obtaining advice from MOH and taking into account the increase of cases and transmission occurring in Klang in Petaling and increase in cases in Gombak and other districts.

To curb the transmission of this virus, the special National Security Council (NSC) meeting today agreed to implement the Conditional Movement Control Order (CMCO) in Selangor, Kuala Lumpur and Putrajaya effective 12.01am, 14 October until 27 October 2020.
