A significant milestone for Malaysia’s semiconductor and AI industries unfolded on December 7, as Prime Minister YAB Dato’ Seri Utama Anwar Ibrahim and Penang Chief Minister YAB Chow Kon Yeow officially launched the “Penang Silicon Design @5km+” initiative.
Spearheaded by the Penang State Government through its agency, InvestPenang, this transformative project includes unveiling GBS TechSpace, a Silicon Research & Incubation Space, alongside RM60 million in incentives to bolster the semiconductor ecosystem. With over 40 IC design firms now based in Penang, the initiative positions the state as a global innovation hub, benchmarking against Silicon Valley and Taiwan.
Key dignitaries graced the launch, including YB Senator Datuk Seri Utama Tengku Zafrul Aziz, Minister of Investment, Trade and Industry (MITI); YB Datuk Seri Amir Hamzah Azizan, Minister of Finance II; YB Steven Sim, Minister of Human Resources; and YB Puan Lim Hui Ying, Deputy Minister of Finance.
Dato’ Siobhan Das, CEO of AMCHAM, attended as a guest, underscoring the importance of public-private collaboration in advancing Malaysia’s position in the global semiconductor ecosystem.

The Minister of Human Resources, Yang Berhormat Tuan Steven Sim Chee Keong, today launched the Guidelines for Implementation of Flexible Work Arrangements (“FWA”) published by the Department of Labour, Peninsular Malaysia (“Guidelines”).
Following the amendments which came into force on 1 January 2023, Section 60P of the Employment Act 1955 allows an employee to apply for flexible work arrangement to vary the hours of work, days of work or place of work in relation to his employment. Section 60Q provides that the application shall be made in writing in the form and manner as may be determined by the Director General of Labour; and that the employer shall, within 60 days from the date of receipt of such application, approve or refuse the application in writing. In the case of a refusal, the employer shall provide the reasons for such refusal.
