It is hereby informed that a Cabinet meeting on 17 June 2020 agreed to allow foreigners with Employment Pass (Category I) & Resident Pass – Talent (RPT) to enter Malaysia without the need to obtain approval from the Immigration Department of Malaysia Employment Pass (Category I) & Resident Pass – Talent (RPT) 

The entry of expatriates holding Employment Pass (Category II), Employment Pass (Category III) and the Professional Visit Pass (Specialist Category) is still subject to approval by the Director-General of Immigration. The government has also announced that the entry of international students and medical tourism is subject to approval from the Department of Immigration.

In reference to the Cabinet decision on 17 June 2020, it is hereby informed that students who wish to leave the country for the purposes of continuing their studies are allowed without obtaining prior permission from the Malaysian Department of Immigration. This includes students who have entered Malaysia during the Movement Control Order (MCO) period.

Following COVID-19 outbreak globally, Malaysia has closed its borders for foreigners under the Movement Control Order since 18 March 2020. The exceptions were for returning Malaysian, Diplomat, foreign spouse married to Malaysian, Permanent Resident and those who have obtained special approval/additional permission from the Director General of Malaysia Immigration Department.

According to the latest announcement released on 23 June 2020 (https://rpt.talentcorp.com.my/news/entry-permission-for-expatriates-as-announced-by-the-malaysiangovernment- on-19th-june-2020), starting 24 June 2020, the expatriates categories as follows are allowed to enter Malaysia without any additional permission from the Director General of Malaysia Immigration Department. We are pending clarification with TalentCorp and the outline is based on our own interpretation.

Singapore, 23 June 2020 – Cleantech Solar, one of the largest commercial and industrial (C&I) focused solar PV developers in Asia, has secured a US$75 million green loan from ING Bank N.V., Singapore Branch (ING). ING was the sole Mandated Lead Arranger and Green Structuring Advisor. This is the largest green loan in Asia Pacific to date in the C&I renewables sector, with the proceeds used to finance Cleantech Solar’s expansion across Southeast Asia.
