14 January 2026 marks a significant milestone for AMCHAM as we celebrate the 10th anniversary of Dato’ Siobhan Das’s leadership as Chief Executive Officer. Since joining the Chamber as Executive Director, Siobhan has led AMCHAM through a decade of steady growth and evolution, reinforcing its role as a trusted platform and the leading voice of U.S. business in Malaysia.

Under her stewardship, AMCHAM has strengthened its relevance and impact across advocacy, member engagement, and thought leadership. She has expanded the Chamber’s signature programs and initiatives, deepened engagement with key stakeholders, and positioned AMCHAM as a reliable partner to both the business community and government—locally and internationally.

One defining moment where Siobhan’s leadership truly stood out was during the COVID-19 crisis. As businesses faced unprecedented uncertainty, AMCHAM pivoted quickly to support its members and the broader community. Under Siobhan’s guidance, the Chamber became a vital information hub, providing timely updates on regulations, SOPs, and policy developments. At the same time, MY AMCHAM CARES was repurposed to mobilise support where it was needed most—channeling more than RM7 million in cash and in-kind contributions, including PPE, medical equipment, and essential supplies, to hospitals, government agencies, and vulnerable communities across Malaysia. In a moment of national need, AMCHAM stepped forward as a connector between business, government, and society.

More recently, Siobhan has extended her commitment to leadership and people development not just internally but through her work with the Harpswell Organisation, supporting initiatives such as Women Leading Change. Through this, she has contributed to efforts that empower young women to build confidence, resilience, and a belief in their own potential.

Siobhan consistently emphasises that business leadership extends beyond financial performance. Under her leadership, AMCHAM has not only supported its members’ commercial interests but has also highlighted and amplified the positive impact of U.S. companies on communities across Malaysia through corporate responsibility and capacity-building initiatives—core elements of the American corporate value proposition.

Today’s milestone celebrates more than a decade of service—it celebrates impact. Siobhan’s leadership has shown that strong institutions are built not only on strategy and results, but on purpose, empathy, and a deep commitment to people and community. As AMCHAM looks to the future, we do so with pride in what has been achieved and confidence in the leadership guiding the way forward.

Malaysia is set to implement a significant reform to its stamp duty framework with the introduction of a Stamp Duty Self-Assessment System (Sistem Taksir Sendiri Duti Setem – “STSDS”), commencing from 1 January 2026. This reform represents a shift in the administration of stamp duty, transferring the responsibility for assessing, declaring, and paying stamp duty from the Inland Revenue Board of Malaysia (“IRB”) to taxpayers themselves. The move aligns stamp duty administration more closely with Malaysia’s existing self-assessment regimes for income tax and real property gains tax, and forms part of the Government’s broader effort to modernise and digitalise tax administration.

As stamp duty applies to a wide range of commercial and legal instruments, including leases, financing documents, share transfers, and conveyancing instruments, the new regime will have far-reaching implications for individuals, businesses, and professional advisers alike.
