As announced by the Senior Minister (Security) of the Minister of Defense, Dato ‘Sri Ismail Sabri Yaakob in his press conference on 13 October 2020, the exemption of state cross-border movements using the Conditional Movement Control Order Movement Form (PKPB) is only allowed to four categories of individuals only:

1. Individuals from areas that are implementing PKPB, namely the state of Selangor, the Federal Territory of Kuala Lumpur and the Federal Territory of Putrajaya who want to move to other states for reasons of emergency (illness and death) only,

2. Individuals who want to cross the area that is implementing PKPB, namely the state of Selangor, the Federal Territory of Kuala Lumpur and the Federal Territory of Putrajaya due to emergency reasons,

3. Individuals from outside who want to enter the area that is implementing PKPB for reasons of emergency, and

4. Individuals using air movement through Kuala Lumpur International Airport (KLIA), KLIA 2 and Sultan Abdul Aziz Shah Airport, Subang.

Example situation:

SITUATION FOR CATEGORY 2:
Individuals from the state of Johor who want to go to the state of Penang and have to cross the state of Selangor due to emergencies, must fill and send the permit form at the police station near the residence in the state of Johor before making a move.

SITUATION FOR CATEGORY 3:
Individuals from the state of Melaka who want to enter the Federal Territory of Putrajaya due to an emergency, must fill and send the permit form at the police station near the residence in the state of Melaka before making a move.

However, if the individual who is making the movement FORGOT to fill in the form at half way, you can fill and send it to any nearest station before crossing / entering the roadblock (SJR) set up in the area where PKPB is implementing.

Please note that only TWO PEOPLE are allowed in each movement. While employees are allowed to cross the district or state provided they have a valid employee pass or letter of permission from the employer. For employees in the same district, they do NOT need to submit an employer letter or employee pass.

Always abide by the standard operating procedures (SOP) set by the National Security Council (MKN) during the PKPB in force.
